The uncomfortable part of outreach is that the list is the whole job. A permission-based list of a few thousand people who asked to hear from you will outperform a purchased file of a hundred thousand who did not, and it will keep working next quarter. So the work starts at consent capture: a clear statement of what someone is signing up for, at the moment they sign up, recorded with a timestamp, the wording shown, and the source. If you cannot later show how a contact entered your list, you have a problem you cannot fix retroactively.
This is not only good practice. Unsolicited bulk messaging breaches WhatsApp's and Telegram's own terms of service, and the enforcement is not subtle — numbers get rate-limited and then banned, business accounts get restricted, and bots get removed. Recovering a banned number is often impossible, and the ban tends to arrive precisely when the campaign is working. In Malaysia, the Personal Data Protection Act 2010 governs how personal data may be processed for commercial purposes, including the requirement to obtain consent, to tell people what their data will be used for, and to give them a way to withdraw. Buying a list does not transfer consent to you, and scraped numbers were never consented in the first place. We do not scrape, we do not supply purchased lists, and we do not build bulk unsolicited senders.
Honouring opt-outs matters for the same practical reason. Every ignored unsubscribe becomes a block or a spam report, and both feed directly into the quality signals the platforms use to decide whether your messages get delivered at all. Deliverability does not fail gradually — it holds up while your complaint rate is low and collapses once it is not. Keeping records, suppressing opt-outs across every sequence, and messaging at a sane frequency are what keep the channel alive long enough to be worth investing in.

If the answer is a purchased file, a scraped set of numbers, or a signup for something unrelated, we will not send to it — that is the fastest route to a banned number and, in Malaysia, a PDPA problem. A list that cannot be sent to is not necessarily wasted: often the right move is a re-permission campaign through a channel you are allowed to use, and keeping only the people who respond.
No. We do not sell lists, source them from brokers, or scrape numbers from groups, directories or social platforms, and we do not build tools that do. Aside from the platform terms and the PDPA, it does not work — deliverability on cold numbers is poor, complaint rates are high, and the account usually dies before the campaign pays for itself.
Recipients block and report. WhatsApp's quality rating drops, messaging limits tighten, and the number is eventually banned — often permanently, and often taking the business account with it. Telegram removes bots and restricts accounts that generate spam reports. Separately, sending unsolicited commercial messages using personal data collected without consent can put you in breach of the PDPA 2010. The platform consequence usually arrives first and hurts sooner.
Ask plainly, at the point of contact, for the specific thing you intend to send — a form field, a checkbox that is not pre-ticked, a click-to-chat link where the person starts the conversation, or a bot the person chooses to start. Record what they saw, when, and where it happened. Bundling consent into unrelated terms or hiding it in a footer is both a legal risk and a practical one, because people who did not knowingly opt in behave exactly like people who never opted in at all.
WhatsApp has broader consumer reach in Malaysia and a stricter, template-based system with real approval overhead. Telegram is more flexible for bot-driven qualification and automation, with a smaller but often more responsive audience depending on your vertical. Most setups we build use both — Telegram for the interactive flow, WhatsApp for reaching people where they already are. We will recommend based on your market and offer rather than defaulting to one.
